When considering whether it is a good time to present a project in the PhD seminar, you should ask yourself whether you are at a stage where feedback is useful. A good time to present is, for example, just before submitting a pre-analysis plan for experimental projects, when you have obtained first robust results for an empirical project, or when you have written down a theoretical model. Presenting more advanced work where the feedback might be more on refinements might also be helpful, e.g. when you start presenting your work at conferences.
